The joint Places For Everyone (PfE) plan that stretches across nine out of 10 Greater Manchester boroughs has come into force today.

Manchester, Salford, Bolton, Bury, Rochdale, Oldham, Tameside, Wigan and Trafford have all agreed to adopt Places for Everyone, clearing the framework.

The PfE plan ensures sustainable and inclusive growth across the city-region, focusing on job creation, housing, sustainable development and infrastructure. Set across nine Greater Manchester districts, the plan ensures the use of brownfield land and urban spaces while protecting Green Belt land from unplanned development. All new developments are to be sustainably integrated into Greater Manchester’s transport network and supported by new infrastructure.

PfE is a result of a process that began as the Greater Manchester Spatial Framework in 2014.

Within the plan, it outlines the development of new housing, offices, commercial and industrial over the next 15 years. Alongside supporting the delivery of key infrastructure, protecting environmental assets and defining the new Green Belt boundaries across all nine boroughs.

Supplementary Planning Documents (SPD) will be produced by the local authorities to support the implementation of PfE plan. SPDs seek to ensure that the appropriate mechanisms are in place to mitigate adverse impacts from qualifying developments, used to inform Development Management decisions within the PfE plan area.
